I've got thousand of photos on my laptop, and be honestly, not ALL of them are suitable for tilt-shift.
I would say, only a 30% from my pics are working well.

First:
You must have the suitable photo to do the effect

and...

cloes up shots rarelly work well
scenes are better !

@Foto-Irrer: must admit that I really fancy, Tilt-Shift effect///the pictures look sooooo sweet (like a diorama/scale model).

photoshop has some really effective filters/layers of t-sh.

On my pics though, I dont use photoshop (I havent got it in my office pc), but the freeware S/W of photoscape ...
